5. Joint decision-making in the EU: the case of composite procedures

Short project description: Executive functions in the EU are distributed between the European and Member State institutions, bodies and agencies. Together policies are developed, decided and implemented. In the exercise of executive functions in the EU, executive and administrative actors from various levels act together in joint procedures which result in rule-making, decision-making and other forms of activity. There is a lack of general understanding of the consequences of the creation of networks of actors through procedural rules in EU law. Research in this node addresses specific problems arising from the development of joint decision-making in the EU through what in the legal literature is increasingly referred to as ‘composite procedures.’ Composite procedures are forms of highly integrated administrative procedural cooperation for development and implementation of EU policies, generally governed by EU law. The rise of composite procedures in a multitude of policy areas creates problems especially with respect to supervision and accountability of actors involved.
Link with other partners and projects: The research topic is a transversal topic linking inter-level as well as intra-level cooperation. Various other research nodes in the network are working on these issues as the overview shows. The University of Luxembourg researcher involved in the network will cooperate with the partners on the various aspects of shared research.
